Is it okay for the girl to ask the guy out for a date?
I know most of us girls are afraid of rejection and yeah, it's one hell of a scary thing but actually, if the guy knows you like him but he never asks you out, he's already rejecting you silently. So you might as well just ask him and let him rub rejection to your face. At least it would be clearer.
Some people are against this. These are the people who still believe that guys should be doing the first move. But the thing is, guys can be very stupid. They can be totally clueless of your feelings towards them that sometimes you really need to spell it out for them.
So why not cut the bullshit and put yourself out there. Walk up to the guy you like and say, "Hey, I like you. Do you want to go out with me? If you're not interested, you tell me now so I don't have to waste my time wondering if you do. And oh, after rejecting me, I would probably avoid you for a few months because this is fucking embarrassing but if you want to go out with me, all you have to do is ask." or maybe just ask if he wants to see a movie or get a cup of coffee.
... but if the guy is a jerk who flirts with every other girl, don't bother.
